If reference Aggregate by ID which doesn't exist generate an error

Description
Tried to reference an Aggregate by ID which did not exist. When submitted data, it did not complain. It should.

The code should error out when an Aggregate is specified by name & type but does not exist in the database AND does not have associated version, POP, and organization data.
