We need a public release of the latest version of gmoc.py at an agreed-upon location, probably:
https://gmoc-db.grnoc.iu.edu/public_docs/gmoc-0.8.1/gmoc.py
before it can be used more widely.

Client version 0.8.0 fixes the last bugs on our pre-production list, so it is the version we want to make public and include in tango-monitor-foam 0.4.

We needed client version 0.8.1 to resolve a problem which was discovered during production rollout. So that's the version to release in a static location.
