Description
The ION Aggregate should support stitching requests for <suggestedVLANRange>any</suggestedVLANRange>.

The aggregate should pick any tag in the vlan range availability in the request, and then create that circuit, returning the selected VLAN tag in the 'suggested' field in the manifest.

What is the expected behavior by aggregate? Does aggregate then hold a specific VLAN and show that as "suggested" in manifest?
