The AL2S OESS Aggregate should support stitching requests for <suggestedVLANRange>any</suggestedVLANRange>.

The manifest returned should also include in the range availability the set of tags that were in fact currently available.
To put this another way, I want to be able to say to AL2S: Assign for me any VLAN tag that you can that is in this range of tags, and then tell me both which tag you gave me and which tags from my set were in the end possible.

The aggregate should pick any tag in the vlan range availability field in the request, and then create that circuit, returning the selected VLAN tag in the 'suggested' field in the manifest.
