On your stitching links, under switchingCapabilityDescriptor: You include suggestedVLANRange. But that doesn't make sense in the Ad. That should be in the manifest or request I think.

Instead, include (with appropriate values): 

           <interfaceMTU>9000</interfaceMTU>
           <vlanRangeAvailability>2-4094</vlanRangeAvailability>
           <vlanTranslation>true</vlanTranslation>
