Unable to set up expected count for stitched slivers between GPO EG and GPO IG.

According to the advertisement there are 100 stitching VLAN available at the GPO EG rack that can be used toward the GPO IG rack. But have not been able to get more than three before the error "Insufficient resources or Unknown domain" is reported. The problem is reproducible.
