sliver manifest does not pass rspeclint

Description
When creating a API V2 Sliver with unbound resources and two links, the resulting manifest does not pass rspeclint:
$ rspeclint ln22-manifest-rspec-instageni-gpolab-bbn-com-protogeniv2.xml
