gmoc.py requires resource names to be URNs, but xchange2db3 does not

Description
When resource names which are not URNs are submitted to gmoc-db:
- xchange2db3 accepts them as valid submissions
- gmoc.py download rejects them because they can't be validated as URNs
This should be consistent. In particular, we think the GENI AM API requires resource names to be URNs, and we can create URNs for non-GENI resources, so it is better for xchange2db3 to require all resource names to be URNs.
