roll gmoc-db2 back to old dataset

Description
In the process of debugging for 97, we inserted a bunch of data from gmoc-db onto gmoc-db2. This additional data makes it harder to use gmoc-db2 for its primary purpose of debugging new functionality. Roll back gmoc-db2 to the dataset backup created on October 30th.

Mitch rolled back the relational data (not the measurement collections) to the Oct 30th data. I verified that data submission from tau-verde (foam5.gpolab.bbn.com) still succeeds. Closing this --- i just opened the ticket to make a record of what we did.
