Description
Initial implementation will create itickets not restricted to certain users. Once we determine which users need access to the iRODS directory, we will add further restriction for only those users.

No longer valid since we are not using itickets.

We may no longer need itickets, but I will move this to GEC18 just in case. Will close as wontfix if we decide it is no longer needed.
