MOXIREGIONAL: S4.b Choose vendors and have orders in for OpenFlow switches and related equipment

Indiana will be doing initial deployments in May with existing OpenFlow switches, and replacing them later with the NEC switches being ordered for this milestone. This change was agreed to with the GPO due to contract delays and lead times on NEC equipment making original SOW deployment schedule obsolete.

Switch for Chicago, for the OmniPoP location is installed and working. 2 HP 5406s have been ordered for Merit. ETA for the switches to be received is 5/25.

these switches may be switched for NECs, but this is not 100% certain. switch costs and capabilities will be changing a lot over the following months, so we will reassess for the best switches within the project budget then.
