AL2S OESS aggregate does not include 'expires' in manifest rspec element

Description
Manifests rspecs from the OESS aggregate do not include the 'expires' attribute in the manifest rspec element.
Here is a current example:

The "expires" element is missing in both OESS Advertisement and Manifests, but this is true for all FOAM aggregates and is not an OESS specific issue. Closing ticket.
