Version 1 of the slice-info extension

Provide information within the manifest about the slice - for use with reporting to the GMOC.

To be added to manifests

geni_slice_info is meant to extend the rspec element.

• urn -- GENI slice URN
• uuid -- GENI slice UUID
• state -- (optional) state of the slice
