There is no check for lower limit of xen host guest memory size

Able to submit a request a for a guest host with memory size of 64 KB. The sliver did eventually fail, but the request was accepted.

There should be a check to fail for guest memory requests outsize the supported limit.

Addionally, if possible, the error should indicate the valid range of supported guest memory size.
