Fix Interface' maxBPS in document

Description
Interface's maxBPS: The name is confusing because it looks like "bytes per second" but the description says "bits per second"
Perhaps don't fix this now as it would require fixing the client code as well.

This is about the UML document Kevin wrote which describes the data structure.
That document has never been maintained, so we effectively don't have it any more. That's its own problem, but it's not really the problem in this ticket, so i'm going to close this ticket. (I got Sarah's permission.)
