Description
Write public documentation for users of the operational dataset, so they will know what data is available at gmoc-db and how to get access to it.

I wrote a placeholder page for this at http://groups.geni.net/geni/wiki/GENIMetaOps/OperationalData.
This is not at all time-critical --- there are a number of improvements in progress which will change how this looks to users, so let's work on those improvements and not on the docs, as was the plan.
However, i needed a placeholder, so i created one with Mitch's permission. Now that it exists, if anyone has five minutes and wants to improve it, please feel free.
