Description
While starting the monitoring test case IG-CT-5 for Confirmation Testing found that there is no compute resource aggregate for Northwestern InstaGENI rack.

There is a FOAM aggregate, but will wait for both aggregates to be listed.

This problem is resolved. Resolution verified by IG-CT-5 Monitoring test for Northwestern.
