SSH Keys missing after Joining an Existing Group in Web UI

Description
When ssh keys are submitted in the "Join an Existing Project" web page when requesting a new account they are not available when the account is approved.
Here is the sequence:
- Request a new account by "Joining an Existing Group. In the form, I upload ssh keys and select emulab-ops.
- Once the account is approved, I find that the keys are not in the SSH key page, should they be?
