Missing UKY compute resource aggregate at GMOC monitoring

Description

While starting the monitoring test case IG-CT-5 for Confirmation Testing found that there is no compute resource aggregate for UKY InstaGENI rack.

There is a FOAM aggregate.

This problem is resolved. Resolution verified by IG-CT-5 Monitoring tests for U of Kentucky.
