Description
When an experiment is created with the initialize script, create the experiment directory in the iRODS home directory and prepopulate with descriptor files.

I finished a script that creates the experiment directory and puts initial XML files into iRODS. It has been integrated into Cong's code. However, the schema of the descriptor files is still being finalized so this code will change accordingly.
