Discussion

We can see that the first policy, in which the perceived available bitrate is zero when buffer nears depletion, results in large jumps in video quality, although it is successful in preventing freezes in video playback (which would appear as a zero value for buffer status). The second policy, in which buffer status is not considered, has a higher average video rate, and the video rate is smooth, but suffers from many freezes in video playback. The third policy is a good compromise, with reasonable video quality overall, subtle transitions in video rate, and few (if any) freezes in playback.
