Add opt-in (not just user opt-in) to GENI glossary

Description
Matt Mathis requests that the GENI glossary include the term "opt-in" instead of just the term "user opt-in." We could list both, or just list the genral term "opt-in" and explain that there are two kinds in the text. Since you are the original author and some places where the glossary appears are not on the wiki, I'm giving you the ticket. You can assign it to Matt if you would like him to make the change on the wiki.

Matt didn't followup on this ticket, and Opt-in has changed significantly. The glossary is probably now in need of general review.

Matt-
I think this is a fine idea. I'm going to assign you the ticket and ask that you make a proposal for the new definition. You should try to get some review of it from the opt-in wg list. Harry, as the wg SE, will make assess whether there is consensus.
