I. Major accomplishments

The outline of a report intended to identify the policy and other requirements and preferences of the multiple stakeholders involved in any attribution system so as to drive subsequent technical developments of GENI attribution capabilities.

A. Milestones achieved

(Modified) Deliverable S2.b, Draft report on Attribution for GENI updated with several example scenarios, one involving privacy as a motivation.

II. Description of work performed during last quarter

A. Activities and findings

We worked on the report during this time period. 

* Developed 19 general requirements, some of which may not be applicable to GENI but all of which may be applicable to the next generation Internet in some form.
* Examined governance issues, especially who will make decisions, how economics will shape the attribution system, and the social factors that will play a role in the attribution system. We concluded that governance issues will be critical in a multinational network, especially one that is intended to be a testbed for the next generation Internet.
