Milestone SPP: Develop initial component interface

Develop initial version of component interface software matching GENI framework and demonstrate on SPP nodes in WU lab. Will require acquisition of external ports and fast paths through local interface, rather than using rspec-based allocation

This milestone was met as a prerequisite to demonstrate a SPP network at GEC4. Details on various aspects of S/W development can be found in the projects 1Q09 status report.
