Milestone SCAFFOLD: S3.e Demonstration of SCAFFOLD at GEC11

- Demonstration of a wide-area-accessible service running on a SCAFFOLD network, taking advantage of SCAFFOLD's load balancing and failover support. SCAFFOLD itself will be deployed on GENI, provided that appropriate GENI infrastructure (e.g., GENI racks) and GENI aggregates running on them (e.g., ProtoGENI) are available. (This milestone will not demonstrate support for multiple, separately-managed services running concurrently on a single SCAFFOLD instance, however, which will be addressed in year 3.)
