Milestone SCAFFOLD: S3.b Plan to run SCAFFOLD on GENI resources

• Document plan to enable SCAFFOLD to run on GENI resources. Plan will include preliminary evaluation of how SCAFFOLD can be deployed on one GENI aggregate (e.g., ProtoGENI), as well as SCAFFOLD's dependencies on other projects (e.g., implementation of anycast in OpenFlow), and how we will deal with those dependencies.

Status: Plan to run SCAFFOLD on the PlanetLab VICCI aggregate. No dependencies on other projects.
