V0.2 of measurement system released for use by ProtoGENI experimenters

Software release includes backend database to store measurement data using schema based on discussions with other projects and GPO and interface for researchers to obtain measurements. Deliver software with documentation and user manual for obtaining measurements.

Status: Software demonstrated at GEC 8.
