Milestone REGOPT: S1.e Demonstrate local opt-in

Develop a demonstration based on the reference Spiral 1 prototype design, and present the demonstration at a GENI Engineering Conference. Make demonstration scripts and configurations available to interested GENI participants via download. (Exact timing of demonstration will depend on GEC schedules.)
