Milestone REGOPT: S1.c Experimental use of local opt-in prototype

Present the opt-in prototype to the local Computer Science communities to encourage them to explore its capabilities. Solicit some real networking experiments from the community to gain real field experience with these opt-in techniques. (Work is ongoing from month 9-12).
