Milestone ProtoGENI: S3.a Improved experimenter support

• Return more useful status codes and informative messages from API calls.

Status: Significantly re-worked the status codes returned by the ProtoGENI API in order to improve the user experience: users now have much more information about why calls they make may have failed (previously, they usually had to ask the ProtoGENI administrators for this information).
