Milestone PGINTEGRN: S2.c Reference Component Manager

Deliver initial reference component manager based on API version 2. This component manager will be designed to have a replaceable back-end, so that integration partners do not need to implement front-end RPC, authentication, etc. This will be accompanied by a document giving guidance to projects using it to implement their own CM.
