Milestone OnTime: S2.a: OnTimeMeasure for ProtoGENI design v 1.0

High-level design of OnTimeMeasure Version 1.0 customizations for integration into ProtoGENI and GMOC measurement efforts.

Design document addressing technical and policy requirements for on-demand IP-layer active measurements in OnTimeMeasure; measurements will be used for forecasting, anomaly detection, and fault-location diagnosis in GENI experiments and operations. The design document will be prepared with inputs from Rob Ricci at University of Utah, GMOC team and GPO team; measurement Rspec and other related GENI project work will also be referred during design document preparation
