Milestone ORCAAUG: S2.c Rel 2.3_2 ORCA code to projects

Implement and provide release 2.3 of ORCA code to other Cluster D projects, including the following features: (9/30/10) 1) Computational substrate ontology 3: Resource description mechanisms and policies. Ontology-based resource description mechanisms integrated into ORCA core. Initial ontology for edge computational substrates. 2) Measurement substrate ontology 3: Resource description mechanisms and policies. Ontology-based resource description mechanisms integrated into ORCA core. Initial ontology for substrate measurement capabilities. 3) Ontology integration 3: Resource description mechanisms and policies. Ontology-based resource description mechanisms integrated into ORCA core. Integration of ontology resource handling mechanisms into ORCA core. 4) Policy development 3: Resource description mechanisms and policies. Ontology-based resource description mechanisms integrated into ORCA core. Development of resource provisioning policies based on ontologies. 5) In-depth Shibboleth integration 3: Identity management. Establish use of identity management system to authenticate principals and portals. Integrate with Shibboleth at the level of service manager and user tools. 6) Note: Additional release 2.3 features will be provided by ORCA/BEN project.
