Milestone OFI2: S3.c.2 Implement procedures for operations support

• Document and implement procedures and provide support contacts that allow each OpenFlow site to support its GENI resources as outlined in the GENI Aggregate Providers agreement (URL provided in this section), while also complying with Internet2s security and network policies. Work with the GMOC to provide for multi-site support in GENI (e.g. Emergency Stop)
