Milestone GMOC: S3.e Support limited operations functions for specific projects

Support limited operations functions for specific projects during Spiral 3, in order to support their transition to the GMOC ConOps. Internet2 OpenFlow, NLR OpenFlow, and INSTOOLs have requested this support. Three anticipated functions are 1) Emergency Stop help desk [March 31, 2011], 2) Engineering Support Coordination (provisioning, demo readiness and operations) for I2 and NLR OpenFlow [July 31, 2011]; and 3) Pilot Project operations support for INSTOOLS.
