Complete revised Concept of Operations document. Revise the Concept of Operations document drafted in Spiral 1 based on lessons learned from exemplar interactions, emergency shutdown, and visualization prototypes. May also include any new drafts for Common Operational Data set document and Operational data format documents. Document will be reviewed and discussed at GEC8.
