Milestone DICLOUD: S4.a Tutorial at GEC12 and Experimenter Outreach

Tutorial featuring DiCloud software. The tutorial will demonstrate how to install and use DiCloud software to track billing for Amazon cloud resources. The tutorial will show experimenters how they can incorporate their own Amazon resources in GENI slices. We will also show DiCloud in operation as part of Orca experiments.
