exogeni ORCA monitoring should report the head node itself using an aggregate tag rather than a resource tag

Description
The GMOC measurement API uses tags to identify the objects whose data is being measured. Right now, the ExoGENI measurement client reports the tag resource:<entity>
for all reported-on entities. In fact, the head node itself has metadata in an aggregate
table rather than a resource
table, so measurements about the head node itself should be reported with the tag aggregate:<entity>
instead.
