Push metadata file to iRODS location when measurement data is pushed

Description
An object descriptor metadata file should be added for each set of measurement results that are pushed to iRODS. This will allow the iRODS rules to parse the file and create searchable metadata for the results.
Initially assigning to myself to provide an example of the metadata file.
