IG-CT-3 - Multiple sites experiment

Created a slice and a sliver with one VM at UVM and one VMi at GPO using RSpec IG-CT-3.rspec. Used stitcher to create both the UVM and GPO slivers:

Create a slice and then create the stitched slivers with the RSpec IG-ST-4.rspec, which specifies a 100 Mbps link capacity. Note "--defaultCapacity=100000" was used to get around the ExoGENI bug where request fails if no link speed is specified.
