Release RSpec extension specification, describing how other projects can work on their own extension to the RSpec without having to block on Utah to add features to the ProtoGENI RSpec.

A new version of ProtoGENI RSpecs has been developed which includes a flexible extension facility. To see examples, schemas, description of how extensions work, and an example extension, see:
