A. Activities and findings

We worked on the outline of the report during this time period. 

* Developed 19 general requirements, some of which may not be applicable to GENI but all of which may be applicable to the next generation Internet in some form.
* Examined governance issues as well as technical issues, and concluded that governance issues will be critical in a multinational testbed
