Milestone UMLPEN: Develop PEN SW modules

Develop PEN virtual router templates, set-up scripts and traffic shaper tools as elements of a component manager or user help tools within a specified GENI control framework. The traffic shaper at this stage will be based on multi-core x86 processors.
