Milestone UMLPEN: Deployable PEN available

Have a deployable PEN available for integration into a spiral-1 infrastructure under the specified control framework and/or identify similar platforms in spiral-1 and assess the need to integrate/release the SW deliverables in this project with other GENI prototype efforts. Note: It is possible that initial deployment reside in the UML labs, with future plans to relocate into one of the GENI substrate infrastructure networks.
