Milestone TIED: S4.f Cross-control-framework authorization policies and tools

Present two (or more) standard authorization policies in ABAC that can act as a basis for control framework federation. Integrate ABAC policy generation and enforcement into two slice authorities and two aggregates. Demonstrate the generation of assertions by Slice Authority that match the policy finalized in S4.d. Deliverable is a document and machine-readable representation (and customization instructions) for the standard policies.
