Milestone TIED: S3.c Code release of tools to manage ABAC attributes and interpret authorization decisions

• Release low-level command-line tools for a) creating and managing ABAC attributes in X.509 certificate format and b) interpreting ABAC authorization decisions in human-readable format. (Deliverable: release of code implementing these tools with notification to the control framework working group mailing list two weeks before GEC10 and demonstration of the system at GEC 10).

(Continue development of ABAC (Attribute Based Access Control) and integrate into the GENI API, emphasizing both function and usability.)
