Milestone REGOPT: S1.a Produce opt-in requirements document

Produce an opt‐in requirements document for the GENI Spiral 1 prototype environment. The document will cover GENI control frameworks, VLAN based slicing, security, policy and operational requirements. These requirements will also encompass issues of scale and operational robustness. Submit to Opt-in, Control Framework, and OMIS working groups.
