Milestone ProtoGENI.S2.h: Deploy 3 additional backbone network nodes

Acquire hardware and deploy 3 additional backbone network nodes, and make these resources available under the ProtoGENI APIs.

Status: Deployed 3 more backbone sites in Los Angeles, Houston, and Atlanta. These are connected to each other and the previously existing sites at Layer 2, and are available for experimenters to use.
