Milestone INSTOOLS: S3.b Documentation and Code Release

• Contribute Instrumentation Tools project software that has been integrate and tested in the ProtoGENI cluster. Instrumentation Tools project software in this release will mainly cover functions developed and integrated in Spiral 2.
• Become consistent with the I&M architecture document, showing where INSTOOLS fits in the I&M system diagram and contribute text to show how this projects tools fit into the architecture.
• Instrumentation tools available for use by GENI experimenters.

Status: Latest version of code in the ProtoGENI GIT repository.
