Milestone GENICLOUD S2.d Eucalyptus aggregate manager available to experimenters

Make Eucalyptus clusters available to GENI experimenters using the PlanetLab. Eucalyptus cluster(s) and aggregate managers are up and running continuously and available to experimenters (for some reasonable definition of continuous given this is not a production system yet). Provide reasonable support to GENI experimenters using Eucalyptus.
